| A.
Obiective
The objective of the consulting
services is to assist in the implementation of the project including
training of counterparts. |

| B.
Scope of Consulting Services
The consulting services scope of work are:- |
| |
| 1 .To establish the RDMOs
in the NDR and SDR, so they are capable of |
| (i) development planning, |
| (ii) coordination with
central government, |
| (iii) managing contracts
and |
| (iv) maintaining a
database on human and natural resources. |
| |
| 2. To design and
implement a community education and participation program. |

| 3. To assist in the
design, tendering and construction supervision of the physical
components of the project including:- |
| (i) the 10.5 km road, the
bridge and causeways, the coastal protection works, the street
improvements and the procurement of equipment for road and street
maintenance. |
| (ii) the rainwater
collection and storage facilities |
| (iii) the individual
household and community sanitation facilities |
| (iv) the procurement of
septage collection vehicles |
| (v) the procurement of
solid waste management equipment |
| (vi) the procurement of
vehicles and boating for the RDMOs |
| (vii) the procurement of
environmental monitoring equipment |
| (viii) the drilling for
groundwater monitoring |
| (ix) the drilling for
bridge investigations |

| 4. To assist the RDMOs in
letting contracts for |

| C.
Consultants' Proposals |
| |
| Within the general scope
of consultant inputs indicated herein, consultant proposals may
expand or modify the terms of reference and elaborate with details
on what work will be done, how, when and by whom. There is scope for
innovation, while at the same time demonstrating an understanding
and appreciation of the project. The ADB's "Report and
Recommendation of the President on the Regional Development
Project" will be made available to all shortlisted consultants
who should consider its contents in conjunction with these terms of
reference. |

| A total of 40
person-months of domestic consultants services has been allocated in
the fields of administration, computers, public awareness, health,
engineering, environment and audit. Consultant proposals should not
allocate more than 25 person months of these resources - with the
balance being held as contingency for unforeseen circumstances which
may arise during project implementation. |

| 2. Training and
Consultant Location |
| No international
consultant will be allowed to mobilize unless a responsible local
professional has been assigned to herlhim full-time. In an atoll
environment, on-the- job training is much more meaningful than
academic training in a developed country, however, on-the-job
training will be accompanied by formal training as well. In general,
10 percent of any consultant's time in the field must be allocated
to formal training of the counterpart, and at last 70 percent of a
consultant's time must be in an RDMO. |

Tasks |

| 1. Assistant to Chief
Executive Officer (CEO) (24 person-months) |
| The consultant will be
responsible for setting up and initiating the operation of RDMOS,
preparing job descriptions, supervising recruitment of staff,
training them, ordering equipment's and materials, keeping the
project accounts, setting up records and computer systems, and
preparing and administering the budget and payroll. The consultant
will be responsible for overall coordination of consultant inputs so
that time in the field is optimized. He/she will prepare all private
sector management contracts. |

| 2. Civil Engineer (24
person-months) |
| The main role of the
civil engineer is to supervise the construction of all
infrastructure (road, bridge, water supply), conduct training in
civil engineering subjects, prepare public awareness programs,
supervise private sector management contracts, account for all
project procurement, and keep records of all contractors' progress.
The consultant will liaise with the assistant to the CEO at all
times. |

| 3. Land-use Planner (4
person-months) |
| The consultant will be
responsible for development of land-use plans in Kulhuduffushi and
on the Gan-Hithadhoo island chain. This will be carried out in a
participatory and learning manner with island chiefs, island
development committees, and the RDMO counterpart planning staff.
Formal training will also be conducted. The planner must order and
procure the necessary equipment, materials, photos, maps, and plans
for the assignment well in advance of major inputs. |

| 4. Solid Waste Specialist
(3 person-months) |
| The specialist will
design and establish solid waste management contracts in Hithadhoo
and Kulhuduffushi. The responsibilities of the specialist will
include specification of equipment such as household garbage bins,
transfer vehicles, wood chippers, paper and cardboard shredders,
plastic shredders, aluminum can compactors, glass crushers, and
front-end loaders that will be procured under the project. The
consultant will calculate the tariffs necessary to recover
operation, maintenance, and hire costs over a period of 1 0 years
and build such tariffs into the contracts. |

| 5. Groundwater Specialist
(3 person-months) |
| The expert will carry out
investigations to establish and monitor the dimensions and quality
of the freshwater lens in the focus islands. This will involve
drilling of observation wells, testing of existing wells,
observation of water and sanitation practices, quantification of any
electric pumping, etc. The consultant will provide recommendations
specific to each island on actions necessary to facilitate the long
term sustainability of use of the groundwater resources. The
consultant will design and carry out the first two annual
groundwater monitoring programmes with RDMO staff. |

| 6. Marine Ecologist (2 person-months) |
| The expert will design and undertake
the first two annual marine ecology surveys around
the Gan-Hithadhoo island chain and around Kulhuduffushi. The survey
will be based on underwater video camera
traverses tied to benchmarks established by a global
positioning system and incorporating (i) spot checks (ii)
perpendicular traverses, and (iii)
circumferential traverses. The results of the surveys will be
analyzed in a report by the consultant. |

| 7. Road Design Engineer
(3 person-months) |
| The engineer will assist
the Ministry of Construction and Public Works in designing the
alignment and cross-section of the road from Gan-Hithadhoo,
specifying where fill material will be obtained, how it will be laid
and compacted, what drainage and grades will be provided, and what
equipment will be needed to maintain the road. The consultant will
prepare the private sector road maintenance contract and make
provision for maintenance of the streets as well, including adequate
drainage. |

| 8. Water Supply and
Sanitation Engineer (3 person-months) |
| The consultant will be
responsible for the design and implementation of the rainwater
collection/storage component of the Project, which involves
providing credit for capital investment of households in roofing and
tanks to achieve an effective 10 liters per capita per day of
rainwater to all project area households. The consultant will
monitor the salinity and biological contamination of wells in
project areas every six months. The expert will also be responsible
for designing and implementation of the sanitation component of the
Project in consultation with the Maldives Water and Sanitation
Authority and shall take into consideration the findings and
recommendations of the Coffey Report on Water Supply and Sanitation
(June 1999). |

| 9. Bridge Design Engineer
(3 person-months) |
| The expert will visit the
site of the proposed bridge, arrange for any investigative
drillings, design the bridge, prepare the specification and tender
documents, and visit during the construction phase to verify design
parameters and ensure proper standards. Emphasis will be on
low-maintenance structures and simple construction features. A
construction supervision manual for use of the civil engineer will
be prepared by the bridge design engineer. |

| 10. Sea Transport
Economist (3 person-months) |
| The sea transport study
will center on Kulhuduffushi and nearby islands to establish needs
and demands in the next 10-15 years, bearing in mind that
Kulhuduffushi will be the focus of regional development zone. The
consultant will estimate the sea transport services that will be
required, assess the ability of existing services to cope, |
